Ohio Police Found The Boy Suffering From A Gunshot Wound At The Scene
Officers responded to reports of a shooting near Canal Winchester just before 9 AM local time on Thursday, September 18. While there, they found a young boy, Cartier Smith, suffering from a gunshot wound.
Through a preliminary investigation, police found that Cartier had accidentally shot himself. the young boy was then taken to a local hospital.

Tragically, Cartier was pronounced dead less than an hour later. In a release from Columbus police, it was shared, “The preliminary investigation determined the handgun was accessible to Smith because of the actions of [the boy’s mother,] Carley Dials.”
As the release noted, Carley has since been arrested, remaining in custody at Franklin County jail. Facing a charge of involuntary manslaughter, her bond was set for $50,000.
According to detectives, Dials grabbed a handgun that belonged to Sean Perrin, who was visiting the house. Dials had reportedly grabbed it off the bedroom floor and placed it between the mattress and the wall before the two went to bed.
According to The Columbus Dispatch, it’s believed that Cartier entered the room at one point, found the gun, and shot himself on the bed. It was at this point his mother contacted 911, with Perrin fleeing before police arrived on the scene.
According to ABC 6, Perrin was “not legally permitted to possess a gun.” He was later arrested without incident and has since been booked into Franklin County Jail.
A Local Official From The Fraternal Order Of Police Also Spoke Out About The Story
Perrin is also facing a weapons charge. Reportedly, he was also an adjudicated delinquent for felonious assault in 2010.
WBNS-10TV later reported on Dials’ first court appearance following the incident. It was shared that she didn’t say anything in court. However, it was emphasized that local leaders said this could have been prevented.
An official with the Fraternal Order of Police, Executive Vice President Brian Toth, shared, “It’s horrific. It sounds like the whole thing could’ve been avoided.”
“There’s child locks out there. There’s safes that you can lock up firearms in which you’re supposed to [keep them]. Also, if someone’s precluded from having a firearm, probably shouldn’t have one.”
Audio from Dials’ 911 call was also shared by the outlet. At the time, she claimed her son shot himself. When asked where he got the gun, she responded. “I don’t know. It wasn’t… it wasn’t set up.”
